It is a chicke and egg problem: if there are no users and no content, new users won’t come. But if they don’t come, there is no users and content.
So: do we need a way to create a big bang roll-out?

I always work in bootstrapping mode, addressing the first big issue, solving the problem, then advancing to the next one.
